Publish CWT status for mdoc

Step 3 of 3 in Configure mdoc VICAL and CWT status.

The create request carries spec: token_status_list, proofFormat: cwt, mdocProfile: status_list, bitsPerStatus: 1 and an explicit validUntil, which becomes the CWT exp.

The public response is raw COSE_Sign1 served as application/statuslist+cwt. Decode it as CBOR and check the protected header, algorithm, certificate chain, issuer, exp, the one-bit lst value and the index stored in the mdoc. A JSON response where COSE is required is a failure.
