Configure, validate and activate the VICAL

Step 2 of 3 in Configure mdoc VICAL and CWT status.

The body carries the absolute HTTPS source URL, the signerAnchorIds allowed to verify the VICAL signature, the issuerAnchorIds it may carry, and optional requiredCertificateProfiles such as iso18013-5-iaca. Every referenced anchor must be in the same domain, be ACTIVE and hold the admission class for its role (MDOC_VICAL_SIGNER for signers). Plain HTTP is refused.

Activating the source is not the same as activating the trust domain. Removing the VICAL later leaves the anchor and its admissions intact:
