A template stores the stable parts of an offer request for one issuer: credential_configuration_ids, optional pinned credential_designs (design id and version; null version means latest active), offer_defaults (grants, transaction code, QR and lifecycle settings), deferral policy and recipient lookup sources. Anything a template does not set is supplied at offer time.
