Create and track an offer

Step 2 of 4 in Issue credentials.

Create the offer with credential_configuration_ids taken from the published metadata and, where the issuer cannot be resolved from context, issuer_id. When no grant is given a pre-authorized code grant is used; add tx_code to require a PIN delivered out of band, or request an authorization-code grant.

Keep correlation_id, offer_uri and status_uri. Hand offer_uri (or its QR code) to the wallet. Only a status of credential_issued means issuance completed.

Do not resend a create because a response was slow; check the status of the first offer before retrying, since each offer creates a session.
