Define claims and localization

Claims and localization have no operations of their own; they are fields of the design body sent with update.
Claims is a list of claim presentations. Each carries a path (property, index or wildcard
segments; for mdoc the namespace then the element), mandatory, sdPolicy (whether the claim may be
selectively disclosed), valueKind, widgetHint, order, group, and labels: one entry per
locale with label and description.
Localization is the displays list: per locale a name, description, optional
issuerNameOverride and preferredRenderVariantIds.
Update replaces the editable content, so send the complete claims and displays you want to keep.
Selective-disclosure paths must match claims the issuer will populate. Then resolve: the result merges
the issuer and verifier designs, render variants, derived render hints and source layers, and reports
locked fields. Resolve by designId, by a full binding, or by binding key and value.
