The update applies merge-patch semantics: absent fields stay unchanged and an explicit null clears
one. externalBaseUrl and responseUri must be public HTTPS URLs on the tenant host, never internal
hostnames; a wallet posts its presentation to responseUri. The decryption key comes from
Connect Azure KMS and must support the
encryption algorithms wallets use for direct_post.jwt.
