Create and activate a domain

A new domain is DRAFT at version 1. A draft can be attached but not resolved, which lets you wire consumers ahead of the evidence. Activate by writing the whole domain with status: ACTIVE and the version you read; the version comes back incremented. The same write sets the optional validity window.

Disable stops resolution without touching anchors or attachments. Delete removes the domain, its anchors and admissions, and leaves attachments that name it unresolvable.
