For the verifier deciding issuer trust, read GET /api/trust-domain/v1/attachments/OID4VP_VERIFIER/{verifierId}/CREDENTIAL_ISSUER_TRUST, and the tenant level with consumer kind TENANT. A brand-new tenant has no tenant attachment, which is why every usage admits nothing until an operator writes one.
