Create a list for each profile
Step 2 of 4 in Publish status lists.
The request names the specification, proof format, purposes, length, bits per status, public URI, TTL and the signing key. Pick an existing key the platform authorized for status-list signing, normally the same key and DID assertion method (or certificate) the issuer uses, so verifiers see one signer. The list name is only its correlation id and never creates or selects a key.

Keep the returned id, public statusListUri, proof format, media type, length and bit width.
