Create a card per locale

Step 2 of 4 in Build render variants.

A simple card carries its colours directly and refers to its logo by asset URI with an integrity hash, so the image stays in the asset library. localeApplicability is set at create time.

Keep the returned variant id; attaching is done by id, not by alias. For a second language, create a sibling variant with the same shape and a different localeApplicability; both can reference the same logo asset.
