Import configurations from issuer metadata

The import fetches issuer metadata from the requested source and materializes the selected credential_configuration_id values as per-configuration settings, optionally creating or updating accompanying credential designs. With dryRun: true it returns the planned actions without writing; run that first and review the plan.
